Nation modifies regulation of bioinputs in Argentina

The Ministry of Economy promotes regulatory changes through Resolution 128/2025, which redefines the regulatory framework and the CABUA (Common Agricultural and Agricultural Regulation).


On July 24, 2025, Resolution 128/2025 was published in the Official Gazette. This resolution modifies the regulation of bioinputs in Argentina, repealing Resolution No. 41/2021.


The new regulation establishes that "bioinputs are biological products produced by microorganisms, macroorganisms, extracts, or derived bioactive compounds, intended for agricultural, agri-food, agro-industrial, and agro-energy production."


It includes "biofertilizers, phytostimulants, phytoregulators, biocontrollers, phytosanitary agents, bioremediators, biotransformers, and bioinputs for bioenergy."


The Advisory Committee on Bioinputs for Agricultural Use (CABUA) is being restructured and will operate within the Innovation and Biotechnology Coordination Office of the Ministry's National Directorate of Bioeconomy.


Further, the CABUA will be composed of public, private, and academic entities, as listed in Annex II accompanying the regulation.


Its functions are to provide technical advice to the Implementing Authority, evaluate applications for the "Argentine Bioproduct" seal and the Certificate of Interest, propose and provide opinions on regulations, and advise on related policies, plans, and projects.


The committee may "propose modifications to its internal regulations to optimize its functions."


Member entities must submit proposals from their representatives, along with their CVs, which will be evaluated for accreditation by the Implementing Authority.


Participation of CABUA members will be on an honorary basis; "no new structures will be created, nor will additional costs be incurred by the State."
